Memorandum of Scientific, Cultural and Academic Cooperation Between the
College of Administration and Economics, University of Basra and Shatt Al-Arab

University College

On the grounds of the common desire of the College f Administration and
Economics, University of Basra, represented by its Dean Na'eem S. Jarrah,
Assistant Professor, the First Party, and Shatt Al-Arab University College,
represented by its Dean Dr.Maitham H. Sharif, Assistant Professor, the Second
Party, henceforth will be referred to as the two parties, to cooperate in the fields
of teaching, joint research work, and implementing the letter of the Supervision
and Academic Evaluation Body, the Ministry of Higher Education and Scientific
Research No.1083 dated 21/4/2019, and responding to the directives of His
Excellency the Minister to conclude twinship agreements between state and
private universities and colleges, the two parties agreed on the following articles:
Article (1)
1. Cooperating in the joint academic promotion committees and evaluating
research papers and studies of both parties.
2. Cooperating in the continuing education activities including holding joint
specialized courses and workshops with the aim of mutual benefits for both
parties and also the labor market.
3. Cooperating in the field of following up and matching curricula of the
corresponding departments of the two parties and other state universities.
4. Joint cooperation through seconding faculty staff from the First Party to the
Second Party as required, on a yearly basis, through an agreement between the
two parties.
5. Coordinating in the field of scientific, administrative and examinations via
correspondence between the two parties who primarily seek to achieve
academic and administrative rigor.

6. Holding joint symposiums and conferences, in coordination with other
academic institutions, to promote the academic milieu in both parties.
7.Exchanging researchers and faculty members for undergraduate and
postgraduate studies, together with the exchange of visits of faculty members.
8. Exchanging books, publications, study programs, academic projects, developing
joint research work, publishing research papers and essays in the academic
journals of both parties or the publishing houses concerned.
9. All events and activities mentioned t in this Memorandum are bound by the
laws and regulations approbated by the two parties.

Article (2)
1.Correspondence between the two parties will be carried out by the Cultural
Relations Section of Shatt Al-Arab University College and the corresponding
section of the First Party.
2. The Memorandum will come into force when it is signed by the two parties. It
will be valid for two years, renewable after the approval of the two parties unless
otherwise one party or both of them wish, in writing, to terminate it 6 months
before the Memorandum comes to a close.
3. The Memorandum should be written in Arabic.

Article (3)
In case this Memorandum is cancelled or suspended, the two parties agree to
continue the academic and other activities already agreed upon until it comes to a
close.

Article (4)
This Memorandum was signed by the representatives of the two parties on
Tuesday (8/10/2019) in Basra.
