Twinship and Joint Cooperation Agreement Between Shatt Al-Arab
University College and Computer and Information Technology College, University of Basra

Shatt Al-Arab University College, represented by its Dean Professor Taher Muhsin Mansour (P.h.D), the First Party, and Computer and Information Technology College, the University of Basra, the Second Party, represented by its Dean Dr. Salma A.B. Mahmoud, Assistant Professor, referred to hitherto as "the two parties" , having the desire to promote the academic level of both colleges to the level of firmly established international academic institutions, and also bolster cooperation between them in the academic fields and upgrade scientific standards and research work, have agreed to conclude this twinship agreement pursuant to the laws, regulations and directions in force in accordance with the following articles:

Article (1):Teaching
1. Cooperating in developing plans and curricula, and unifying study materials of the corresponding specialties.
2.Exchanging books and references of joint specialties.
3.Holding training workshops to upgrade faculty members' and technicians' skills in the field of methodology.
4.Cooperating in summer training.
5. Supervizing the graduation projects of fourth-year students.

6.Cooperating in the application of labs and workshops.
7. Cooperating in electronic teaching.
8. Giving joint theoretical lectures on two academic subjects for the 2nd, 3rd, and 4th years students.
9. Conducting joint examinations for students covering two academic subjects for the 2nd, 3rd, and 4th years.

Article 2
1.Conducting joint research work and publication in highly-classified internationaljournals.
2. Evaluating research papers by specialized faculty members of both parties.
3.Holding joint conferences.
4. Conducting joint supervision and examination of postgraduate students.
5. Academic promotions.
6. Using specialized labs for scientific research.
7. Using references, books, journals and theses.
8.Holding training workshops on how to write research papers and publication in international journals.
9.Running courses and holding scientific symposiums.

Article 3: Students' Activities
Under the supervision of faculty members:
1. Exchanging students' visits.
2. Holding joint sports events and other activities.
3. Holding exhibitions of scientific and art products.
4. Holding periodical debates between corresponding departments.

Article (4): Administration and Professional Development
1. Holding training workshops in the field of high quality labs based on local and international parameters.
2. Exchanging expertise in the field of administration.
3. Exchanging various electronic programs as required.
4. Giving the faculty of the second party the opportunity to take part in the courses on methodology organized by Continuing Teaching Center of the First Party.

Article (5): Financial Part
Financial spending should be based on need in accordance with the ministry of Higher Education and Scientific Research Law No. (40) of 1988 (amended) and private university teaching law No. (25) of 2016.

Article (6)
This Agreement comes into force when it is signed by the two parties. It will be effective for ( ) years, extendable thereafter, unless one party wishes, through written form, to end it 6 months before it comes to a close. It is not legally bound to any party.

Article (7):Cancelling the Agreement
In case this agreement is cancelled or suspended, the two parties agree to carry out the activities already agreed upon until it comes to a close. the party wishing to end the agreement should inform the other party 6months before it is cancelled.

Article(8) Intellectual Ownership
Each party has full intellectual ownership for his personnel and students in compliance with this agreement. Each party should grant the other party the authority to make use of this ownership for the purposes of teaching and pertinent research work. In case the two parties are both responsible for the intellectual ownership, then this ownership would belong to both of them according to the innovative contribution presented by each party. If the intellectual ownership is expose to commercial utilization, then each party can make use of it without the consent of the other party and according to certain provisions agreed upon.

Article (9): Confidentiality
The content of this agreement should not be disclosed or infiltrated before it is officially signed and certified, together withbthe rights of intellectual ownership connected with it.

Article (10):Amendment of the Agreement
This agreement should not be amended or reviewed, and no clauses should be added to it unless the two parties agree in writing to do so. Such procedures would be part of the agreement and will come into force accordingly.

Article (11):Liability
Any disputes resulting from implementing the Agreement or expounding it should be solved through direct agreement between the two parties. In case no solution is arrived at, then a coordinating committee should be formed accordingly to find an end for the dispute.
When this committee fails to find a suitable solution, then this Twinship Agreement would be terminated. This Agreement was signed by the two parties on 23 / 3 / 2022.
